What is a .wps file, and why is it not compatible with Word, or just a general text editor!?

Doing freelance web work has caused me to run into .wps files frequently. I know it is a Microsoft product, but why is it so arcane?
Does anyone know any smooth ways of opening a .wps file in Word, and not lose the rich text formatting?
