You can promote your own article on Digg, but never force readers to view a "Digg This!" link. If they want to Digg it, they know damn well how to do it.

As site administrator for Pain in the Tech, and having recently added some "digg this" links, I’m very interested to learn your unbiased opinion (since you wrote this prior to me adding the links). I tend to agree, except that while Pain in the Tech strives to provide content that is more valuable than your average blog post, discussion, more writers (its a multi-author site), technical and non-technical visitors, can only happen when there are a lot of hits. Leveraging sites like digg makes sense if you want to boost hits. Ultimately its just another tool in the large toolbox of "how to drive traffic towards my site". Like all tools it can be used the wrong way. Fortunately I have the option of running a pilot for a month, checking traffic, and removing the functionality if the tool doesn’t work.
